Project POIR.01.01.01-00-0945/19 “Building a model of consumer behavior using machine learning tools for optimization of conversion paths in the e-commerce industry”, hereinafter referred to as the Project. The Project concerns the creation of the world’s first system for automatic management of user-to-customer conversion paths in the area of electronic advertising. The aim of the Project is to replace the work of a domain expert with an automated system using artificial intelligence algorithms.
Project value: PLN 10,676,031.37
EU co-financing of the project: PLN 8,268,550.09
The project is co-financed by the European Union from the European Regional Development Fund under the Operational Programme Intelligent Development. The project is implemented under the competition of the National Centre for Research and Development: “Fast Track”.
II. DESCRIPTION OF THE SUBJECT MATTER OF THE CONTRACT
The subject of the contract are Public Relations services for the Promotion of the project:
- Establishing collaborations to enable project presentation in journals and at industry and academic conferences
- Create and maintain profiles on Facebook and LinkedIn
- Preparation of visual and informational materials
- Ongoing collaboration with the media.
Detailed description of the subject matter of the contract – Scope of Work:
Project Promotion Public Relations services provided in the following versions:
- Public Relations Version 1
- Establishment of cooperation enabling presentation of the project in journals and at industry and academic conferences – enabling at least 3 publications or conference presentations within 6 months
- Creating and maintaining profiles on Facebook and LinkedIn – a total of 16 posts per month
- Preparation of visual and informational materials, such as for example infographics about the project or informational brochures, used on the website, social profiles, media contacts, etc.
- Ongoing cooperation with the media, such as industry news portals (e.g. Online Marketing Magazyn o-m.pl, virtualnemedia.pl), in order to widely disseminate information about the project, resulting in at least 3 media mentions within 6 months.)
The Ordering Party plans to use Version 1 from the beginning of November 2021 until the end of April 2022 (6 months).
- Public Relations Version 2
- Establishment of cooperation enabling presentation of the project in journals and at industry and academic conferences (enabling at least 1 publication or conference speech within 4 months)
- Maintaining Facebook and LinkedIn profiles – a total of 12 posts per month
- Preparation of visual and informational materials, such as for example infographics about the project or informational brochures, used on the website, social profiles, media contacts, etc.
- Constant cooperation with the media, such as industry news portals (e.g. Online Marketing Magazine: o-m.pl, virtualnemedia.pl), in order to widely inform about the project, which will result in at least 2 mentions of the project in the media within 4 months).
The Ordering Party plans to use Version 2 from the beginning of May 2022 to the end of August 2022 (4 months).
- Public Relations Version 3
- Maintenance of profiles on Facebook and LinkedIn – a total of 6 posts per month
- Prepare visual and informational materials to be used on website, social profiles, media relations, etc.
The Ordering Party plans to use Version 3 from the beginning of September 2022 to the end of December 2022 (4 months).
- Additional visual and informational promotional materials
Additional visual and informational materials should be understood as, for example: a journal article or materials for speaking at a conference or a series of 3 additional social media posts, etc.
The Contracting Authority plans to use additional visuals and outreach materials as needed, up to a maximum of 8 times between the beginning of November 2021 and the end of December 2022.
III.CONTRACT EXECUTION DATE
The term of service is:
01.11.2021 to 31.12.2022.
IV. CONDITIONS OF PARTICIPATION IN THE PROCEEDINGS
Economic and financial situation ensuring timely and compliant execution of the contract, having the necessary knowledge, experience and technical potential, having people capable of performing the contract, as well as not being excluded from the public proceedings.
V. EXCLUSIONS
In order to avoid conflict of contract, a contract may not be awarded to entities related to the Awarding Entity personally or by capital*, consisting in particular of
- participating in the company as a partner in a civil partnership or partnership,
- holding at least 10% of shares or stocks,
- being a member of a supervisory or managing body, proxy or attorney in fact
- being married, in a relationship of kinship or affinity in a straight line, kinship of the second degree or affinity of the second degree in a collateral line, or in a relationship of adoption, custody or guardianship.
*The capital or personal relationship shall mean the above-mentioned mutual relationship between the Awarding Entity or the persons authorised to bind the Awarding Entity or the persons performing activities related to the selection procedure on behalf of the Awarding Entity and the Economic Operator.

VII.EVALUATION OF TENDERS
The Contracting Authority will evaluate and compare only those bids that are submitted by the deadline required by the Contracting Authority.
The following criterion will be used by the Contracting Authority in selecting bids:
Net Price – 100%.
